Gencies spend between $5 billion-to-$7 billion a year on telecommunications services.
But phone and other telecom services are rudimentary products ripe for discovery and the likelihood for farther cost savings.
That's one of the goals of the next generation telecommunications agreement the General Services Administration is evolving.
GSA is developing the Network Services 2020 (NS2020) program to replace the present Networx telecommunications contract. Networx expires in 2017.
While NS2020 still is in the designing stages, GSA already understands there are couple of parts the program should have.
open Tiller, the portraying director of mesh services at GSA, said Thursday the bureau would like to glimpse the government move to a normalized telecommunications mesh infrastructure.
"Right now, people inside the government have a mixture of networking technologies, and if we can get to a ubiquitous Internet Protocol founded and as much as standard delineations are directed, it offers interoperability and those kind of things," rudder said at the government IT and systems Summit sponsored by MobileGov in Washington. "It's more just going away from older networking technologies to one benchmark way of doing networking."
New organizational structure
As part of that move to a more benchmark way of doing networking, rudder said GSA is looking to change how it consigns IP services.
"Frankly, I think GSA is not actually set up to consign IP because we are coordinated and organised round the vintage time-division multiplexing natural natural natural environment where we had local service and broad area services," Tiller said. "We are rethinking about how we might organize and facilitate the move to IP services. Part of that is moving to our new strategy effort and eventually we will arrive up with a whole portfolio of contracts to address this space."
He supplemented altering the way GSA is coordinated and consigning a widespread Internet-based infrastructure services will help GSA become more effective. It furthermore will make it easier for clientele bureaus to buy these services.
Tiller said GSA also is looking at benchmarking to show clientele agencies what the best prices are or the quickest way to purchase these services.
GSA will try to make the transition from Networx to NS2020 go more easily than the transition from FTS2001 to Networx.
As of May 31, 95 per hundred of all bureaus connections were completely transitioned to Networx from the FTS 2001 contract, though nearly three years late.
Applying courses wise
bureaus found the transition to the Networx agreement to be much more perplexing than primarily considered.
rudder said GSA wise some lessons from the experience over the past six years and will request it to the mesh Services 2020 agreement.
"We furthermore are looking at some other concepts like how to stagger this or phase this out. It's really kind of illogical that the government would take $2 billion worth of telecommunications services and state on this day in May we will move all that to a new kind of vehicle or something," he said. "We are looking at ways to stage or stagger out how this is finished like task instructions that are staggered or parallel acquisition that can save commerce and government the fact there is this tremendous top they have to deal with."
Tiller said GSA wants to supply conclusion support services to help customer bureaus purchase and support the new mesh services.
rudder, however, didn't offer any revise on the timeline for the NS2020 program or acquisition.
GSA said previous this year that it had commenced an interagency advisory panel consisting of deputy head information agents, older procurement executives and others who have more of a day-to-day oversight and interaction with the mesh.
The committee has been meeting monthly to farther develop the scheme and milestones.
Voice-as-a-service pilots
While GSA is evolving the strategy for NS2020, bureaus are beginning to construct off the attractiveness and the achievement of cloud computing.
Dave Cheplick, the controller of telecommunications at the Veterans activities Department, said the bureau is about to embark on some pilots to check voice-as- a-service.
"How do you deliver this specific facet of our telephony strategy? The inquiry is you have to be able to get ahead of the curve," he said. "The way you get ahead of the curve is to build the befitting infrastructure capability that will be scalable and agile to the future. It's one of the large-scale critical obstacles that we have in front of us to glimpse if or not this scheme is in fact going to work. Those of us in the room who are aware of this are probably inquiring the same question, can bureaus get ahead of the bend on behalf of these telephony investments?"
